From HK Govt news:
Rock outcrops which jeopardise swimmers’ safety will be trimmed and removed from beaches at Cheung Chau Tung Wan and Kwun Yam in Cheung Chau and Lo So Shing on Lamma Island by March next year.
Scheduled to begin in November, works at the Cheung Chau beaches will involve about a total of 22,060 square metres of foreshore and sea-bed.
The works on Lamma will start in December and cover about 8,420 square metres of foreshore and sea-bed.
The extent of the areas affected is published in the Gazette today.
People who have an interest, right or easement in or over the foreshores and sea-beds may submit a written objection by September 17 to the Director of Lands, 20th Floor, North Point Government Offices, 333 Java Road, North Point.
The plans can be inspected and bought from the Lands Department Survey and Mapping Office. Inspection is also possible at Islands District Office.

ThanksTry the small store at Kwun Yam Wan beach; should be ok to leave stuff there, esp if you buy something.
But mostly, can leave bag on beach, and keep an eye on it.
